The Congress of Vienna was one of the most significant events in diplomatic history. It established a balance of power that discouraged the outbreak of a general war in Europe for the next century. Inspired by GMT's popular Chuchilll: Big Three Struggle for Peace in Congress of Vienna the great powers of Europe attempt to achieve a political settlement in the waning years of the Napoleonic Wars. While the wars are in the background this game is about the negotiations.
